TDM Development Checklist
Local officials can implement demand management strategies in their communities through a variety of means, including:
- Municipal trip reduction ordinances
- Zoning requirements
- TMA involvement
Examples of policies that can be implemented at the local level are:
- Requiring annual traffic surveys and/or trip reduction plans from employers
- Requiring rideshare parking spaces in residential and commercial development
- Requiring employers to install bicycle lockers or racks
- Installing or requiring employers to install bus shelters
- Imposing developer fees for transit improvements
- Establishing community shuttles
- Reducing parking requirements for transit accessible sites.
TDM-friendly design helps create an environment that encourages access to a particular location by means other than automobile. Fewer cars can mean less traffic, less need for parking lots, better access by patrons, healthier people, and cleaner air.
The following checklist contains a summary of some design elements that can be incorporated when developing or re-developing a site.
Pedestrian/Bicycle Access
- Make sure that sidewalks connect all buildings with existing walkways
- Minimize opportunities for pedestrian/auto conflicts by separating roads and parking from pedestrian walkways. Trees and landscaping work well for this.
- Provide bicycle and pedestrian linkages to neighboring residential and commercial areas
- Provide adequate lighting
- Provide bike racks for short-term storage, and bike lockers for longer-term storage. Provide 2-5 bike racks for every 100 automobile parking spaces. An ordinance in Denver requires 5 racks for every 100 spaces.
Building Orientation
- Reduce building setbacks to allow better street access for transit users and pedestrians
- Cluster buildings in close proximity to one another to allow for easy pedestrian access from one building to the next
- Provide front-door access for transit users and pedestrians. Orient building toward the street, not the parking lot
Transit Access
- Locate bus stops no more than 1000 feet from the bldg entrance;
- allow adequate turning radii for buses; provide turn out lane for passenger /transit drop off,
- provide bus shelters and other amenities such as trash receptacles, benches,
Rideshare Access
- dedicate preferred parking spaces for carpools and vanpools
provide access to on-site services and amenities to eliminate need for use of personal vehicle during day
