TDM Case Study Educational Testing Service, Princeton Educational Testing Service, located in Princeton, implemented an aggressive TDM program in 1995 in response to a state-mandated trip reduction law. At the time, ETS had three suburban office sites in the Princeton area, each with limited transit access. Before implementing a program, ETS conducted extensive market research to develop a plan that met employees' and management's needs. Focus groups and employee surveys were used to better understand employees commute patterns and travel needs as well as what types of incentives would be needed to effectuate a mode change. Similar efforts were made to gain understanding of management and operational needs. The result was a multi-faceted TDM program that included ECO-Motion, a commuter club for ETS employees; an emergency ride home program, preferential parking for carpools, transit subsidies, as well as telework, flex time and compressed work week opportunities. In the first two years of the program, carpooling increased by 9%. 10% of all employees telecommuted at least one day a week on a regular basis and 25% of all employees were on a compressed workweek schedule. ETS officials considered the program a success in 1997. Over the years, however, as state mandates were repealed and ETS underwent management changes, cutbacks in the program were made and the numbers of employees working alternate work schedules decreased.
