for a variety of programs through grants. The state provides citizens and

These are grants for teachers and their students learn about the importance
and usefulness of agriculture.
- Farmland Preservation Program

- Grants to Nonprofits - fund up to 50 percent of the fee simple
or development easement values on farms to ensure their permanent preservation.
- Planning Incentive Grants - are provided for the purchase of
development easements to permanently protect large blocks of reasonably
contiguous farmland in project areas.
- Soil and Water Conservation Grants - fund up to 50 percent of
the cost of approved soil and water conservation projects.

- Brownfields Remediation Incentive

provides incentives to developers who remediate and redevelop contaminated
sites.

The New Jersey Economic Development Authority (http://www.njeda.com/) supports
the creation of jobs and ratables principally in the urban centers of the
state by providing assistance for projects that are consistent with state
and local economic development objectives. The NJEDA's main development
focus targets urban-aid municipalities. In pursuing that goal, the NJEDA
has engaged in a large number of projects in the development of centers
identified in the State Plan. Examples include the New Jersey Performing
Arts Center in Newark, the Blockbuster-Sony Music Entertainment Center
in Camden and the Jersey City Medical Center. It also supports the growth
of important industry sectors such as the Technology Center in New Brunswick.

The New Jersey Economic Development Authority's (http://www.njeda.com/)
Local Development Financing Fund is aimed at stimulating commercial and
industrial projects in Urban Aid communities through matched fixed-asset
loans. Low-interest local development loans can range from $50,000 to $2
million. The host municipality must sponsor the request for financial assistance.
- Urban Enterprise Zone Program

The New Jersey Urban Enterprise Zone Program was created to stimulate economic
development and job creation in the State's designated zones (designated
zones can be found at http://www.njbrc.org/finance/uezzones.html). Participating
businesses located in these zones are eligible to receive incentives, including
sales tax exemptions for building materials, equipment and supplies invested
or used at the certified site, corporation tax benefits, and unemployment
insurance rebates. Retailers charge only half the current sales tax on
most "in person" purchases. Receipts from retail sales are deposited
into a Zone Assistance Fund to which zone municipalities may apply for
funding for projects within the urban enterprise zones.

The New Jersey Redevelopment Authority (NJRA) supports economic development
efforts in New Jersey's urban communities. The NJRA focuses on investing
in neighborhood-based redevelopment projects.

- Office of Smart Growth

The Office of Smart Growth is the land use-planning unit for the State
of New Jersey. The Office provides administrative and technical support
to the New Jersey State Planning Commission and the New Jersey Brownfields
Redevelopment Task Force. The State Planning Commission is charged with
coordinating state land use policies, implementing the New Jersey State
Development and Redevelopment Plan, reviewing legislation for capital appropriations
as they relate to the State Plan, and encouraging the use of effective
and efficient planning resources, tools and techniques to local governments,
businesses, and citizens.
- Smart Growth Planning Grants

Provides $3 million annually through the state budget to help develop plans
that lead to "Smart Growth" and more livable and sustainable
communities. "Smart Growth" means planning, designing, and building
livable communities in ways that make more efficient use of land and infrastructure
improvements and protect the environment and valuable natural resources.
- Smart Growth Community Schools Planning Grants

These are targeted to the 30 Abbott School districts and those non-Abbott
districts eligible for 55% or more in state aid for the eligible costs
authorized by the Educational Facilities Construction and Financing Act.
These school districts and the municipalities in which they are located
have the opportunity to develop partnerships and strategies to site and
develop new schools.

These grants can be used to cover projects related to recycling, pollution
control and management, environmental awareness and action programs, natural
resource protection, tree planting and community forestry programs, and
watershed management and protection.
- Environmental Services Program (ESP)

These grants provide financial assistance for local environmental projects
through a matching grants program. Administered by the Department of Environmental
Protection's Office of Legislative and External Affairs, the ESP helps
municipalities fund projects that will enhance environmental quality in
New Jersey.
